What it does:
Intensively decrease the pop growth/assembly for all AI empires ("not a player") if there is too much of overcrowding & / | unemployed (last one affect growth much stronger) on the planet.
Therefore prevents a chunk of late game lag from overcrowded AI planets, and improves AI's economy.
(especially that's goes for long-played sessions with "high galactic growth" in general)
Current numbers are: -5% per each -housing, -25% per each unemployed (hard-cap is -20/11, it change correspondent debuffs to -500%)

Not achievements compatible.
Can be added to existing saves, but works better from the beginning of a game.
Anything that does not affect "common\buildings\00_capital_buildings.txt"
Modifiers are added to capital building, which should prevent them from most of unexpected interference with others.
