This mod is achievement-compatible. It does not change the game checksum, only game assets are modified.
You can enable this mod at any moment and it should have absolutely no impact on the game process. This mod makes no changes to the actual game logic like pop mechanics or any other potentially CPU-intensive parts. There are various efforts by other people to fix those, but there are lacking efforts to actually improve FPS for users with no dedicated GPU of any sort. The game is working generally fine on Intel HD graphics but when entering a nebula or facing the galactic core it does drop quite a bit.
As a matter of fact, I can understand why the game is so CPU-intensive and why fix for that is in demand, but I don't think we can talk about one unless Paradox fully rewrites their pop simulation logic. The "modding" platform Stellaris provides is more like a bunch of turing-incomplete config files with magic variables, than an actual plug-in system with some toy programming language like Lua - and it vastly limits game's potential. For now, the truth is, Stellaris must die for that to happen.
You want this mod closer to the top in the modlist. That would allow other mods to override changes to game resources introduced by this mod, which is probably what you want in most cases.
